Oxybenzone is the most common irritant among chemical UV filters, according to the American Contact Dermatitis Society. Avobenzone can degrade and form irritating byproducts. Among mineral filters, titanium dioxide in nano-particle form occasionally causes mild dryness but almost never triggers allergic reactions.
The FDA’s 2019 proposed sunscreen monograph update classified zinc oxide and titanium dioxide as GRASE (Generally Recognized as Safe and Effective). The same review requested additional safety data for 12 chemical UV filters, including avobenzone, oxybenzone, octinoxate, and homosalate. This does not mean chemical filters are dangerous. It means the safety data is incomplete for certain absorption and systemic exposure questions.
A 2020 study in JAMA found that six common chemical UV filters were absorbed into the bloodstream above the FDA’s threshold after a single application. Zinc oxide and titanium dioxide showed no measurable systemic absorption. For sensitive skin that already manages inflammation, minimizing additional chemical exposure is a reasonable precaution.

Is Mineral Sunscreen Always Better for Sensitive Skin?
Not always. Mineral sunscreens can be drying, leave a visible white cast on darker skin tones, and feel heavy or occlusive. People with oily, acne-prone sensitive skin sometimes tolerate a lightweight chemical sunscreen better than a thick zinc oxide formula. The “best” sunscreen is the one you will actually wear daily.
Zinc oxide at high concentrations (above 20%) can feel chalky and tight. For people with dry, sensitive skin this is rarely a problem because the occlusive layer actually helps retain moisture. But for oily sensitive skin, that same occlusion can trap sebum and worsen congestion.
Newer chemical sunscreen formulations using encapsulated UV filters reduce direct skin contact and lower irritation potential. Tinosorb S and Tinosorb M (available in European and Asian formulations but not yet FDA-approved for US sunscreens) are chemical-mineral hybrids with excellent tolerability profiles.
My honest recommendation: if your skin is reactive, start with a mineral sunscreen containing zinc oxide at 15% to 20%. What About White Cast on Darker Skin Tones?
White cast is the biggest practical barrier to mineral sunscreen adoption. Tinted mineral sunscreens solve this by adding iron oxides that blend with skin tone. Micronized and nano-sized zinc oxide particles also reduce visible residue, though they offer slightly less broad-spectrum protection than their non-nano counterparts.
According to the Skin Cancer Foundation, tinted sunscreens that contain iron oxides provide the additional benefit of visible light protection, which is relevant for people with melasma or post-inflammatory hyperpigmentation. Standard UV filters, both chemical and mineral, do not block visible light.

Does Reef Safety Matter for Choosing Sunscreen?
If you swim in oceans or freshwater systems, yes. Oxybenzone and octinoxate are documented coral reef toxins. Hawaii, the US Virgin Islands, Palau, and parts of Mexico have banned these ingredients in sunscreen. Zinc oxide and titanium dioxide are not classified as reef toxic at concentrations used in sunscreen.
The National Oceanic and Atmospheric Administration (NOAA) confirmed that oxybenzone contributes to coral bleaching at concentrations as low as 62 parts per trillion. You can, but dermatologists recommend avoiding oxybenzone and fragrance. Look for chemical sunscreens with avobenzone as the only active filter and a minimal ingredient list.
